High-visibility outages across major providers have revealed a structural weakness: Organisations have optimised for speed and scale but often at the expense of resilience.This tension was echoed in the Gartner IOCS Conference session, ‘The Distraction Tax: How Operational Noise Is Quietly Killing Innovation,’ which highlighted how alert storms, redundant telemetry, and operational noise overwhelm teams.When organisations are drowning in signals, they miss the early indicators of systemic failure — making the “always-on” promise even more brittle.The infrastructure paradoxA persistent misconception continues to shape cloud strategy: The belief that resilience is primarily an infrastructure problem.Many leaders assume that if the hardware and data centers are stable, their applications are safe.But modern outages rarely originate from physical infrastructure.

Instead, they stem from failures in the interconnected service layers — identity systems, networking fabrics, managed databases and third-party APIs.This shift was reinforced in the conference session, ‘From Automation to Reasoning: How AI Redefines Infrastructure,’ which emphasised that infrastructure stability is no longer the core challenge.The real risk lies in the complexity of service chains and the automation layers that sit above them.Similarly, the session titled ‘Accelerating Operational Innovation From Cloud to AI’ underscored that hybrid and multicloud environments introduce new integration points — and therefore, new failure points.Resilience now depends on managing these dependencies, not the hardware beneath them.The abstraction trapAs organisations embrace cloud-native services, they also inherit a dangerous side effect: the erosion of operational “muscle memory.” In the data centre era, teams regularly practiced disaster recovery because hardware failure was a constant threat.
